Charter Arms does not sell firearms or ammunition directly to the public. No firearm will ever be shipped to a non-licensed consumer's home address. Every firearm purchased through a link on this catalog must be transferred through a valid, licensed Federal Firearms Licensee (FFL) holder.

Under federal law, all firearm sales must be processed through a Federal Firearms Licensee (FFL), and every transfer of a handgun to a non-licensed individual requires a completed ATF Form 4473 background check at the receiving dealer's premises. This means that when you purchase a Charter Arms product through one of the licensed dealers linked in our catalog, you (the buyer) choose — or are assigned — a receiving FFL dealer near you. The firearm ships directly to that dealer, who completes the Form 4473 in person, runs the required NICS background check, and conducts any applicable state-level waiting period or permit verification before transferring the firearm to you.

A transfer cannot be completed — and you cannot take physical possession of any firearm referenced on this Site — until the receiving FFL dealer satisfies all federal, state, and local legal clearances including, but not limited to, identity verification, NICS approval, and age verification. Charter Arms has no role in this transfer and exercises no control over the receiving dealer's compliance process.

It is the sole responsibility of the buyer — and, where applicable, the transferring FFL dealer — to confirm that the specific handgun model, barrel length, magazine capacity, finish, or feature configuration you select is legal to purchase, possess, and carry within your state, county, city, or municipality before placing an order or requesting a transfer.

State firearm laws vary widely and change often. Some jurisdictions — including but not limited to California, Connecticut, Hawaii, Illinois (Chicago), Maryland, Massachusetts, New Jersey, New York, Washington D.C., and certain Colorado counties — impose restrictions such as approved-roster / certified-model lists, magazine-capacity limits, ballistic-fingerprinting, "smart-gun" or microstamping requirements, mandatory permit-to-purchase, approved safes or storage requirements, mandatory waiting periods, and minimum-purchase ages above the federal minimum. A model offered in this catalog may not be transferable into your jurisdiction, or may require specific variants or modifications, even if it appears to be available through the dealer's system.

All interstate firearm transfers must comply with the Gun Control Act of 1968 (18 U.S.C. Chapter 44) and the implementing regulations of the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF). No portion of this catalogue, no affiliate link, and no dealer listing constitutes legal advice. When in doubt, consult the receiving FFL dealer or qualified counsel before initiating a purchase or transfer.

If a firearm ordered through this catalog is found to be non-compliant by your receiving FFL dealer, or cannot legally be transferred into your jurisdiction, the order may be cancelled by the selling or receiving dealer in accordance with that dealer's published cancellation and refund policy. Charter Arms is not party to the purchase contract between buyer and dealer and assumes no liability for cancellation fees, return shipping, restocking fees, or any other cost incurred by the buyer as a result of a non-compliant order.
